Why your goods enter through the Netherlands

Portugal only lets Portuguese-registered businesses file as the importer. Companies based outside the EU register for their EU EORI in the Netherlands instead.

The Netherlands-issued EORI is valid in all 27 member states. Your goods clear customs in the Netherlands and continue to Portugal in free circulation, with duty and import VAT worked out as they would be with a Portuguese number.

Yes. An EU EORI is issued by one member state and valid in all 27 - that is the point of it. Your Portuguese broker enters it on the declaration in the same field they would use for a Portuguese-issued number, and clearance proceeds normally.
Yes. If you already hold a Portuguese-registered entity, the direct route is open to you - book a call and a specialist files it as a Portuguese application instead of routing through the Netherlands.
No. Duty and import VAT are calculated on the goods and their destination, not on which member state issued your EORI. A Netherlands-issued number changes nothing about what you owe once the goods land in Portugal.
Your company's details, your certificate of incorporation, and a trade-register or Chamber of Commerce extract dated within the last 6 months. If your company has no permanent base in the EU that is the whole requirement; if it does, you also give that address and its VAT number(s).
No. Answer "No" to the establishment question and the Netherlands issues your EU EORI to a company based anywhere outside the EU, with no local entity or VAT registration needed - the same process whether you ship directly into the Netherlands or via it to Portugal.
Mostly the Dutch form itself - it hinges on one permanent-establishment question, and wants a trade-register extract dated within six months, with queries coming back in Dutch. The rest is a field that does not match your certificate of incorporation. We check both before filing, and verify the EORI Dutch customs issue against their own register before handing it over.
